The Vanuatu Government engaged in a comprehensive consultative process, which included: · ongoing national, provincial, and local public forums, with the fall 2004 forums including specific discussion on priorities and projects for the Proposal; · national CRP Summit and Provincial Retreat and Business Forum; and · public outreach meetings in all project affected areas. Consulted groups included Vanuatu's Council of Chiefs, women's group leaders, the Private Sector, NGOs, church leaders, and local Government Officials. During the consultation process, the lack of adequate transport infrastructure repeatedly surfaced as a priority (and even served as a barrier to meeting attendance).
